Early career

Youssouf began his diplomatic journey in 1992 when he took on the role of Head of Arab Affairs at Djibouti’s Ministry of Foreign Affairs.

This position allowed him to build foundational skills in international relations and diplomacy, particularly within the context of the Arab world.

From 1997 to 2001, Youssouf served as Djibouti’s Ambassador to Egypt.

His tenure was marked by efforts to promote Djibouti’s interests within the broader framework of the Arab League, enhancing cooperation and understanding between Djibouti and other Arab countries.

Later career

Following his ambassadorship, Youssouf was appointed Minister Delegate for International Cooperation from 2001 to 2005.

In this role, he focused on enhancing Djibouti’s international partnerships, particularly in development cooperation.

He was instrumental in negotiating aid agreements and fostering relationships with various international organizations, further solidifying Djibouti’s position on the global stage.

Since 2005, Youssouf has held the position of Minister of Foreign Affairs, where he has been a key figure in shaping Djibouti’s foreign policy.

Youssouf was nominated by Djibouti for the position of Chairperson of the African Union Commission in April 2024.

His candidacy is part of a competitive election process involving several prominent African politicians, including Raila Odinga from Kenya and Richard Randriamandrato from Madagascar.

The election is scheduled for February 2025, following a decision by the African Union Executive Council that the East African region should present candidates for this influential role.
